Nope, if he’s not on the 15-man roster, then he would be free game for the entire league, even if he’s playing for the Jazz’s D-League affiliate. The only exception to this is a “draft-and-stash” such as what the Jazz did with Olivier Hanlan after last summer.

I agree that Johnson is almost certainly a goner. I do not believe that they can do that. If you are in the D-League and not signed to an NBA contract, any team in the league can call you up regardless of the D-League team you are playing with. I could be mistaken, but I believe the only situation where you can keep a player’s rights beyond the 15-man roster is if they are selected as a “draft-and-stash” pick, like the Jazz did with Olivier Hanlan last year.
